Thématique : Les « Wicked Problems » mis en évidence par Levin et al. (2012)
Organisé dans le cadre de l’IPPA, ce workshop s’inscrit dans le projet international comparatif APIICC et réunit les chercheurs du projet travaillant sur neuf terrains nationaux afin de discuter les premiers résultats portant sur la gouvernance climatique, l’innovation institutionnelle et les politiques publiques face aux « super wicked problems » climatiques. Il contribuera également à clarifier les débats contemporains autour de l’innovation institutionnelle au service d’une gouvernance climatique polycentrique. Le workshop ouvre enfin la discussion à six contributions extérieures de chercheurs travaillant sur des thématiques similaires liées à la gouvernance climatique et aux instruments d’action publique.

Si le changement climatique constitue un phénomène physique, il représente également un défi politique majeur.
The debates during the last COP show that expectations are very high regarding policies supporting climate adaptation and mitigation. Since the late 2000s, national and local climate plans and their policy instruments have proliferated worldwide (Peters & Tosun, 2021; Lesnikowski, 2017; Massey et al., 2014; Milhorance et al., 2022; UNFCCC NDC Registry). However, these policies are often considered too modest to effectively address climate change. More importantly, climate risks are frequently amplified by governance failures, including:
- Déficit de mise en œuvre des politiques publiques (policy implementation gaps) (Dupuis & Knoepfel, 2014 ; Giles et al., 2021)
- Manque de coordination
- Faible intégration des politiques publiques
- Lenteur des processus de mise en œuvre liée aux changements institutionnels incrémentaux (Mushtaq, 2018 ; Levin et al., 2012)
- Poids des traditions bureaucratiques et des styles de politiques publiques qui verrouillent les choix antérieurs et limitent les transformations structurelles (Peters, 2021 ; Groen et al., 2022 ; Rosenbloom, 2018.
In this context, the “climate super wicked problem” becomes a “tragedy” because “time is running out” (Levin et al., 2012).
