The Carbon Market Bureau (BMC), established by decree in August 2024 in Côte d'Ivoire, is the national institution responsible for overseeing all carbon projects in the country. Designed as a one-stop shop, it centralizes the authorization, monitoring, and coordination functions for initiatives related to carbon markets. Its objective is to strengthen state sovereignty over carbon transactions while ensuring compliance with international standards. The BMC relies on a procedures manual defining the project validation steps and on a national carbon registry ensuring the traceability of credits. Its governance includes an inter-ministerial steering committee and a technical secretariat responsible for project review. Beyond its administrative functions, it plays a strategic role in negotiating benefit-sharing and integrating projects into national climate commitments. The BMC thus represents a major institutional innovation aimed at structuring, securing, and guiding the development of the Ivorian carbon market.
