The Local Climate Assistance Unit (ULAC) is an institutional and financial instrument designed to strengthen local climate governance in Senegal. It supports local authorities, producer organizations, and local stakeholders in identifying, formulating, and developing climate projects tailored to the requirements of green finance mechanisms. ULAC's governance structure includes partnerships with the National Climate Change Observatory (CSE), the National Local Development Program (PNDL), and local development support organizations to facilitate access to international climate finance and improve coordination between local actors and national institutions. Through technical support, capacity building, and intermediation activities, ULAC aims to address the limitations of local climate governance, including the poor quality of submitted projects, fragmented funding, and the difficulties local authorities face in accessing climate funds.
